Manuscript copy, written in an unidentified hand, of a circular letter issued by Major General Washington L. Elliott, commander of the District of Kansas, addressed to the commanding officer of Fort Riley, Kansas. The letter briefly instructs commanding officers of forts regarding relations with American Indians and civilians, transmission of correspondence, use of army supplies by civilians, and other post regulations. The letter is accompanied by a typed trancript.
